according to the road map on the wiki it is slated for "end of october". If i'm not mistaken it's also supposed to be the first "official" software, meaning no longer beta (1.0)
They released the latest OS to git on Monday. You just have to build it yourself
I can't say when they intend to package a new release. I don't see any commits related to the roadmap for this month... but I also don't see a commit history for September, so wouldn't be surprised if they just got lost.

No, they should still be packaging a release image. They probably want to closer to the desired goals for v1.0. It really is too bad they haven't said anything.
The latest release (2009-11.a) is online at http://www.alwaysinnovating.com/release/latest if you want to play with - though the re-install process is not possible under windows yet (check the readme.txt file)
